Cepu Modular Refinery

The Cepu Modular Refinery is currently in development. It demonstrates how the platform's development framework is applied in practice: an identified industrial requirement, assessed against operating and commercial conditions, developed through structured engineering coordination and governed decision-making.
It is one project within a wider corporate activity, and it is presented here as evidence of how we work rather than as the definition of the Company.

Downstream fuel supply
Reliable industrial fuel supply supporting the day-to-day operation of critical industries.
Industrial operations consume continuously. Ports run to vessel windows, mines run haul cycles around the clock, logistics fleets run to distribution schedules, and critical facilities hold standby capacity against grid failure. Each of these depends on fuel being available in the right quantity, of the right quality, at the point and time the operation requires it.
Our supply activity covers bulk industrial fuel, site and fleet fuelling arrangements, and standby supply for facilities where continuity is critical. Delivery is planned around the operation's working pattern rather than around a standard distribution schedule.
For many operators this is the whole of the relationship, and that is a legitimate outcome. Supply does not have to lead anywhere else.
Fuel infrastructure development
Developing downstream fuel infrastructure aligned with customer operational requirements.
Where supply alone does not resolve the constraint, the constraint is usually in the local system rather than in the market. Storage sized to average rather than peak demand. A single dispensing point serving a fleet that has grown. A delivery route that congests during the operating shift. A maintenance requirement that cannot be met without stopping work.
Our infrastructure activity addresses those: storage sized against the peak that actually constrains operations, handling and dispensing matched to equipment cycles, monitoring and stock visibility, and containment and safety systems that meet the site's regulatory framework.
Scale varies considerably. Some engagements are a single additional tank and a revised dispensing layout. Others are a full site fuel system developed alongside a facility expansion.
Long-term infrastructure platforms
Advancing industrial infrastructure through the GEMA Industrial Infrastructure Platform (GIIP).
Where operating scale and economics justify it, downstream fuel infrastructure can be developed as a long-term industrial asset: a fuel terminal, a regional depot, marine fuelling infrastructure, industrial estate energy infrastructure, or production capacity such as the Cepu Modular Refinery.
These are developed through GIIP, the Company's long-term platform for originating, developing, delivering, supporting and continuously improving downstream fuel infrastructure. The platform provides a consistent development method; the commercial structure of each asset is agreed project by project.
How the three work together.
The three activities are complementary rather than sequential. They are not stages a customer passes through, and there is no expectation that a supply relationship becomes an infrastructure project.
What connects them is a single discipline: understanding the operation before recommending anything. That discipline produces a supply arrangement in one case, a site infrastructure project in another, and a long-term platform asset in a third. The analysis at the start is the same.
It also means an operator can engage us at whichever level matches its situation, and that the answer to a question about supply is sometimes that infrastructure is the real constraint — or the reverse.

The platform
GIIP is PT Energi Bukit Delima's long-term platform for originating, developing, delivering, operating where appropriate, and continuously improving downstream fuel infrastructure supporting critical industries.
A platform, and the method by which it develops.
GIIP is the platform. It is the enduring structure through which the Company originates and develops downstream fuel infrastructure over time. It does not change when individual projects do.
The GIIP Development Framework is the method. It is the disciplined sequence applied to assess, develop and deliver each individual project. Every project within the platform is developed the same way.
Keeping the two distinct matters. A platform without a method produces inconsistent projects. A method without a platform produces isolated projects that never compound into capability.
Ownership is agreed project by project.
GIIP is a development and operating platform, not an ownership model. It defines how infrastructure is originated, developed, delivered and improved — not who holds title to it.
That is a deliberate distinction. A port authority may wish to own terminal infrastructure on its own land. A mining company may wish to own its site depot. An industrial estate may prefer a joint venture. A critical facility may prefer to finance the asset itself. All of these are workable, and the appropriate structure depends on the project rather than on our preference.

Cepu Modular Refinery
Development stage
Our flagship development project, and the first application of the GEMA Industrial Infrastructure Platform.
The Cepu Modular Refinery is downstream fuel production capacity currently in development in Cepu, Central Java. Its purpose is twofold: to deliver a commercially structured industrial asset, and to establish in practice the development and coordination capability the Company applies across the platform.
It is presented here as evidence of how we work — the sequence followed, the disciplines coordinated, the decisions governed. It is not the boundary of what the Company does, and it is not the only kind of project the platform is built to carry.
Where a project sits
Infrastructure moves through defined stages. We publish which one a project has reached rather than describing everything as though it were operating.
Development
Requirement defined, feasibility established, engineering definition and permitting under way. The stage the Cepu Modular Refinery has reached.
Construction & commissioning
Physical works, systems testing and handover preparation. Nothing in the portfolio has reached this stage.
Operations
The asset in reliable service, under monitoring and continuous improvement. Nothing in the portfolio has reached this stage.
Project milestones are published as they are confirmed.
What the platform is built to carry.
GIIP accommodates further projects without change to the Company's identity or way of working. The categories it is designed to carry include modular refineries, industrial fuel terminals, storage facilities, marine fuelling infrastructure, logistics fuel depots, industrial estate energy infrastructure, and future lower-emission production capacity where commercially justified.
We do not announce prospective developments before they have passed the relevant stage of the framework.
Improving performance, continuously
We are a downstream fuel company. Our commitment is to improve how that business operates — steadily, measurably, and without overstating what is achievable.
We would rather make a smaller claim and meet it.
PT Energi Bukit Delima recognises that industrial development and environmental responsibility must progress together. The Company is committed to continuously improving the environmental performance of its downstream fuel activities through operational efficiency, responsible resource management, emissions reduction initiatives, and the adoption of technologies that enhance industrial performance while maintaining reliable fuel supply.
We do not describe the Company as an energy transition business, and we do not publish commitments about future fuel systems that our current activities cannot support. Industrial customers plan on long horizons and are well placed to judge which claims are credible.

Emissions reduction where practical, responsible resource and water management, containment integrity, and evaluation of technologies that improve performance as they become commercially viable at our scale.

Regular review of operating performance with identified improvements carried through to implementation, with ownership and review dates rather than periodic initiatives.
Present activity, and future optionality.
Today: downstream fuel supply and infrastructure for industrial operations, using conventional fuels, with operational improvement across efficiency, reliability and emissions performance where practical.
Tomorrow: lower-emission production technologies, additional fuel types and further infrastructure categories — evaluated as markets, technologies and regulatory frameworks evolve, and adopted where technically, commercially and financially justified.
The distinction is deliberate. The future business does not yet exist, and this website does not imply that it does.
